Business associations say the country needs a comprehensive law that allows greater participation and competitiveness of private generators.
The Costa Rican Union of Chambers and Associations of Private Business Sector (UCCAEP) predicts sharp increases in electricity rates, and points to inefficiency in the management of the Instituto Costarricense de Electricidad (ICE), as the monopoly responsible for satisfying the country's demand for electricity.
The Panama Maritime Chamber is calling for legislation for fuel services to cover the event of a fuel spill and the operation of ships in domestic waters related to the service.
"We have a maritime laws for classification, construction and manning of international ships, but not for ships in national waters," said Joseph DiGeronimo, president of the Maritime Chamber of Panama, reported Prensa.com.
The construction of the fuel storage plant, located in the city of Acajutla, will be completed by July of 2010.
The company Monelca, S.A. de CV., which is responsible for the construction of the Alba Petróleos plant in El Salvador, said that it will have a storage capacity of 350,000 barrels of fuel: diesel and gasoline (regular, super, and aviation fuel) as well as about 5,000 barrels of liquefied petrol gas.
The oil company will install a fuel loading platform and improve the existing three in Las Minas Bay in Colón.
The current government has had several exchanges with the transnational, demanding improvement of the company’s operations at the Colón facilities.
Raul Bernal write in Prensa.com: "For its part, the oil company has said on other occasions that changes every 14 days in fuel prices are causing distortions in natural demand when buyers change their orders to take advantage of prices."
Nationwide, at least 36 percent of gasoline stations are out of fuel, according to Gerardo Meraz, the representative of American Petroleum. He added that this is starting to affect the productive sector.
Meraz said fuel from Petrocaribe has not been distributed to 84 gas stations that are not connected to international companies affiliated with the Honduras Association of Distributors of Petroleum Products.
