Thirteen consortia took part in the meeting for approval of the tender to build the first phase of the parking lots for terminal 2 of Panama City airport.
Taking part in the approval meeting were the companies: Constructora Urbana, Constructora Meco, Fabritec/Monelca, Ingeniería RM, Extraco Ingeniería, Eridani, S.A., Conansa, Asfaltos Panameños, S.A., Derivados del Petróleo, S.A. Ingeniería IPC, Lavisa y Transcaribe Trading (TCT) and Transeq-Estrella.
Plans have been drawn up to build in the center of San José, Costa Rica, a complex made up of three towers, each with 21 floors, and spaces for residential, commercial and office use.
The Environmental Impact Assessment (EIA) submitted to the Technical National Environment Secretary in December 2015 indicates that the development is called "Condominio Residencial Horizontal Vertical Mixto", and will be located in the district of Catedral, province of San José, at the site of the former premises of the company Dos Pinos.
A bill dating from 2008 has been revived to regulate parking lot services imposing liability for theft and damage to the owners of these spaces.
An articel on Republica.com.gt reports that "... Deputies want to revive a bill that seeks to regulate parking services in the country, which would force the owners to take responsibility for vehicles. The proposal was presented in 2008 and to date has made no progress in the approval process. "
A request has been made to postpone the new rules on parking requirements according to type of buildings, so as to extend the consultation process with the construction sector.
The Executive Order which contains the new rules for parking depending on building type came into force recently, but the private sector is asking for it to be postponed until January 2017 in order to review with greater thoroughness and for its implications on recently started construction projects to be taken into consideration.
Changes have been made to parking requirements for the buildings to be built in the districts of Panama and San Miguelito and depend on their usage or activity.
In Resolution No. 684-2015 of the Ministry of Housing and Land Management published in La Gaceta, it states that in the sector of tourist accommodation, for example, one or two star hotels, should have a parking space for every three rooms, one space for administration and two spaces for loading and unloading areas.
Pending the Supreme Court´s decision on the law on free parking, the private sector is asking for changes to regulations in order to increase parking spaces depending on the type of construction.
It is still not known whether the law authorizing the free use of parking lots in shopping centers will be declared unconstitutional, but the business sector is seizing the moment to insist on the need to amend the legislation to change parking types and requirements in buildings, depending on the type of property in question.
The newly approved law on Free Parking in shopping malls threatens free enterprise and should be declared as unconstitutional.

The Panamanian Association of Business Executives (APEDE), founded on the principle of free enterprise, wants to put on record its position on draft Law No. 10 which modifies and adds articles to Law 45 of 2007 on consumer protection and establishes the use of free parking.
With opposition from the business sector and partially vetoed by President Varela, the Assembly has approved the law granting the right to free parking in shopping centers.
Now it will be the Supreme Court which decides whether the controversial law adopted in January and subsequently vetoed in two articles by President Varela, is not unconstitutional. The law was passed now "... after insistence, on its third reading" by the National Assembly.
The Mayoral office of Panama has announced that before the end of the year it will publish a tender to build a tower of 10 floors of parking with capacity for 450 cars.
According to the mayor of the district capital, Jose Isabel Blandon, the respective tender aims to reuse the EDEM building that was the former headquarters of the Municipality of Panama, located on Avenue B in that city.
Exemption from taxes and municipal fees are some of the incentives that the Mayor of the Central District of Tegucigalpa is granting to those building parking lots in areas of high road traffic.
Other incentives being offered include the payment of only $0.05 per building permit, regardless of the size of the land where it the parking lot will be built. Also included is "... exemption on payment of the fee for Sales Volume or property tax over a period of between three and five years."
