The Executive is proposing to reform the scope of the law and charge a "registration for coffee production fee" of $0.50 per hundredweight.
Despite the outbreak of coffee rust, the debt of $200 million and the funding crisis facing the coffee sector, the Salvadoran government intends to collect more taxes. Currently the bill raised by the Executive Branch is being analyzed by the agricultural legislative committee.
The Salvadoran Coffee Council stated that the" tender has been created because PROCAFE has not been fully complying with transfer and research services."
The Salvadoran Foundation for Coffee Research (Procafé) is the body that usually provides transfer and technological research services as well as statistics generated by the coffee sector, services which have now been put out to tender.
In the proposal presented by growers they request protection under Decree 263 and for some of the debt to be paid in environmental bonds.
Decree 263 allows agricultural companies to pay delinquent loans by disbursing 15% of the balance in cash.
"...the proposal for part of the debt to be paid through the sale of environmental bonds ... there was talk of creating a solidarity fund, that would charge $0.001 for every 1.000 KW of energy generated and a similar amount for every cubic meter of water used by bottling companies", reported newspaper La Prensa Gráfica.
