Italy's Salini Impregilo, Brazil's Odebrecht, the Chinese firm CHEC and Costa Rica's MECO are the four companies that participated in the field trip to see the route that line 3 will take.
From a statement issued by Metro de Panama:
With a visit to the site where the works of Line 3 of the Metro de Panama will be developed, today saw the start of the pre-selection process of companies eligible to participate in the Best Value Tender with separate evaluation for the construction of this mega project, which will benefit a large population of the province of Panama West.
It has been announced that in late November the request for proposals document will be published for the award in concession of its construction and operation, and it is estimated that the cost will amount to $180 million.
It has been reported that the foreign companies that have already expressed interest in the project are Doppelmayr / Garaventa, of Austria, and the Leitner Poma group.According to municipal authorities, the bidding rules are ready, and will be published on the Guatecompras website later this month.
Economic, political and public opinion factors seem to be lining up together making the new tram project for the capital San Jose have a good chance of coming to fruition.
The promoter of the project Johnny Araya, City Mayor elected for the period 2016-2020, who had previously headed the commune between 1998 and 2013, garnering, despite numerous allegations of irregularities in his management, a popularity that led him to run as president of the Republic in elections which he lost decisively against the current president Luis Guillermo Solis. In 2016 Araya was again elected mayor of San Jose, favored by the popular vote which sees him as one of the few Costa Rican professional politicians with executive management capabilities.
A feasibility study indicates an estimated cost of $770 million for building a Metro that will loop through 20 kilometers between the North and South of the capital city, a project which will be put out to tender in 2017.
The project, whose feasibility study was commissioned with the Spanish company IDOM Ingeniería y Consultoría, consists of building a light railway which will extend for 20 kilometers and will have 20 stations. The trains will run from South Centra in Villa Nueva, to Centra Norte, within the limits of zones 17 and 18.
In Costa Rica there will never be a Metro, nor an urban electric train, nor any type of efficient public transport system simply because it does not suit the bus companies.
Lack of strong political leadership and a government with real capabilities is preventing Costa Rica from making the indispensable -and also inevitable- changes needed for it to regain its position as a leading nation in terms of economic and social development in Central America.
It has been announced that the company China Railway Company is studying whether it would be feasible to reactivate a passenger train service between San Salvador and the area of Sitio del Niño, in the municipality of San Juan Opico.
Authorities at the Executive Port Commission (CEPA) explained that the studies that were started during the previous administration with the Spanish company Tramrail have not been completed, and now it is the company China Railway Company which is analyzing the feasibility of the project.
$660 million will be invested to extend Line 2 up to El Dorado mall and extend by 2.2 kilometers Line 1 to Villa Zaíta, in the town of Las Cumbres.
Among the advances made by Metro de Panama since the intention to extend the lines was announced in January 2016 is the preliminary design of the extension of Line 1 by 2.2 kilometers and"... preliminary analysis of the environmental impact study."
To not regularize what is badly regularized you need a deregulator to regulate by deregulating what is well regulated.
The new head of the Regulatory Authority of Public Services of Costa Rica (ARESEP) took office while subject to a serious challenge over an obvious conflict of interestthat arose from his status as an active employee of the Instituto Costarricense de Electricidad (ICE), the monopolistic state entity whose rates must be fixed by the very same ARESEP. The insistence of the Solis administration eventually led to his appointment as Controller General, and after an announced pause for reflection, the new chief resigned from the ICE, promising that his actions would be solely taken with the welfare of consumer services in mind, services which are regulated by the ARESEP.
High rates of urbanization in the region, though with differences between the various countries in it, present great opportunities for economic development, generating business options.
From a report by the World Bank:
Central America is undergoing an important transition, with urban populations increasing at accelerated speeds, bringing pressing challenges as well as opportunities to boost sustained, inclusive and resilient growth.
A feasibility study ordered by the Municipality of Guatemala found that it is feasible to install an urban transport cable car system, which will be called AeroMetro.
Although there is still no certainty about the final cost, a representative of the Municipality of Guatemala, Carlos Sandoval, told Prensalibre.com that " 'Everything points to it being an investment using public capital from the municipality and money from private companies. A public-private partnership.´"
The financing agreement signed between the governments of Panama and Japan includes a non-refundable $35 million for recruitment of the Project Management company.
From a statement issued by the Presidency of Panama:
