The Legislative Assembly approved in second debate a bill that aims to tax in the country the sale and self-consumption of imported or locally produced cement.
The initiative, which was approved in the first debate in the Assembly in mid-February and is still pending approval by the Executive Branch, establishes that the tax will be on imported cement produced nationally, in bags or in bulk, for sale or self-consumption, of any kind, whose destination is the consumption and marketing of the product nationally.
In Guatemala, between January 2019 and the same month of this year the price of the white porcelain sink with accessories rose 5%, and the 3/8" diameter and 20" long rod was reduced 6%.
The Price Index of Construction Materials -IPMC-, carried out by the National Institute of Statistics (INE), measures the price variations of the eighty-nine (89) materials and services that make up the representative basket of inputs used in the construction activity, using December 2018=100 as the base month.

In Costa Rica, the building and social housing price indexes recorded year-on-year changes of -0.87% and -0.48%, respectively, in January of this year.

The construction price indexes based on February 2012 are a set of twenty statistical indicators, which measure the variation in the prices of materials used in the construction of different types of works.
Construction activity in the country continued to decline for the second consecutive year, as total investment fell 14% between 2018 and 2019, slightly less than the rate reported between 2017 and 2018 of -39%.
The latest report from the General Comptroller of the Republic, explains that in December 2019 the cost of new construction, additions and repairs totaled $56 million, an amount that is 30% less than that reported in the same month of 2018.
In Guatemala, between January and December of last year the price of 16 gauge steel wire rose 16%, and that of structural galvanized steel sheet, die-cut, 26 gauge, was reduced by 5%.

In the eleventh month of the year, the unit of the polarized box outlet in the country grew 5% compared to November 2018, and the foot of stranded electric cable No. 12 did not register variation.
The average from January to November 2019, compared to the same period in 2018, showed increases in the Indexes of the current collector unit for polarized box in 10.6%, the foot of Zinc N°26 galvanized corrugated in 2.2%, the yard of Stone N°4 in 2.1%, and the yard of Sand in 1.8%, informed the General Comptroller of the Republic.
The Honduran construction union asked the government to eliminate the safeguards on imports of steel-based products, because they assure that these measures promote monopolistic practices.
Directors of the Honduran Chamber of Construction Industry (Chico), indicated that the safeguard applied to steel sheets and rods are detrimental to the construction industry and this translates into an increase in prices.

The average from January to August 2019, compared to the same period in 2018, showed increases in the Indexes of the current collector unit for polarized box in 12.1%, the foot of the Carriola N°4 in 4.2% and the foot of Zinc N°26 galvanized corrugated in 3.7%. Likewise, there were increases in the IP of the yard of Stone No. 4 in 1.9% and the one of the yard of Sand in 1.8%.
The prices of construction materials in Nicaragua have reported increases in recent months, but because of the crisis in which the country finds itself, businessmen have chosen to assume these costs and not pass them on to customers.
In Guatemala, during the first five months of the year, the price of 6 meter long square industrial tube increase 5%, and in the case of tubular brick, it dropped 4%.

The accumulated average from January to April 2019, compared to the same period of 2018, showed increases in the Indexes of the current collector unit for polarized box in 12.9%, the foot of Carriola N°4 in 7.9% and the foot of Zinc N°26 corrugated galvanized in 4.6%, informed the General Comptroller of the Republic.
