There is little compliance in spite of the fact that the National Quality Act, which enshrines its mandatory adoption in the country, has been in effect since 2006.
Juan Alberto Hernández, director of the National Quality System, noted that the country is usually uses, hands, bunches, pounds, gallons and even truckloads as purchase units.
Urías Gamarro wrote in Prensalibre.com that according to the official, "consumers are not trained to enforce compliance with the measures."
