In Panama, an order was issued to annul the analysis of the proposals received in the tender for the study, redesign and implementation of the readjustment and optimization of airspace.

Once again the $8 million tender for studies and design of the Children's Hospital has been suspended, due to new objections about the specifications.
The controversial project, which has been on hold for more than two years, has been slowed down once again after the suspension of submission of bids, which had been scheduled for September 29, for preliminary studies and designs.
In order to resolve a tie situation between two of the bidders the administration of Panama City airport has ordered the cancelation of the tender and will be holding another one next month.

The administration of the Tocumen International Airport explained that the procedures were performed in order to meet the company's request, however, they did not withdraw the requested documentation.
Tocumen SA could continue with the tender for project management of the South Terminal, after the Public Procurement Directorate archives the claim brought by CSA Group Panama.
"At the end of April CSA Group Panamá filed a claim stating that in Addendum 7, made by Tocumen to the tender specifications, the evaluation criteria was changed to qualify the experience of the participants", reported Prensa.com.
Tocumen SA has been ordered to temporarily suspend the tender to select the company that will oversee the construction of the South Terminal.
The Public Procurement Directorate (CMPD) took the decision after receiving a complaint lodged by the CSA Group Panama, Inc, who argued that the changes made to the specification could favor one participant.
CSA Group Panama, Inc, claims that they changed the evaluation criteria to qualify the experience of the participants, as it originally stated that 10 points would be allocated to bidders attesting to being hired in Panama, in the last five years, for at least 10 consulting services in the area of public infrastructure for private or public entities.
The Public Procurement Directorate ordered the management company of the airport terminal to suspend the tender for the redevelopment of the Immigration and Customs area.
This is the second time that the bidding is suspended due to complaints filed by the participants.
The claim, admitted by the directorate, was presented by the consortium Azyza-As-Fagar, who is dissatisfied with the score received in the line of previous experience.

The directorate of the Panamanian State has dismissed a claim submitted by the builder ICA concerning defects on the bidding process used to select the builder of the Convention Center at Amador.
In response to complaints by the Mexican company Ingenieros Civiles Asociados (ICA), the directorate said that the Tourism Authority of Panama complied properly with the format for publishing all the information related to the bidding process, therefore it resolves that the claim is inappropriate.
The Mexican construction firm ICA has pointed to defects in the bidding process in the selection of the builder for the Amador Convention Center.
Now the State Procurement Directorate has five working days to resolve the complaint that has been lodged.
The company that filed the complaint alleges that the Tourism Authority of Panama (ATP) "published and called for the participating companies in act of opening financial bids without first making the three candidates public.
