Authorization has been given for 2018 to importy duty free a maximum of 5 thousand MT of black beans, 150 thousand MT of yellow corn, 50 thousand MT of white corn and 26 thousand MT of paddy rice.
The approved quotas were: Black beans, a maximum of 5 thousand metric tons -MT-, equivalent to 110 thousand hundredweight; yellow corn, 150 thousand -MT-, equivalent to 3.3 million hundredweight; white corn, 50 thousand -MT-, 110 thousand hundredweight and unhusked rice, 26 thousand MT, 572 thousand hundredweight.
In the last 16 years the amount of land cultivated with white corn has grown at an average annual rate of barely 1%, while in the case of beans, growth has been at an average annual rate of 6%.

The FAO Food Price Index* (FFPI) averaged 176.4 points in October 2017, down 2.2 points (1.3 percent) from September. Although at this level the FFPI was up 4 points (2.5 percent) from its value in October 2016, it remained 27 percent below its all-time high (in nominal terms) of 240 points registered in February 2011. With the exception of cereals, all the other indices used in the calculation of the FFPI fell in October.
The Ministry of Education in Panama is putting out to tender the supply, transport and unloading of rice, beans and lentils during 2018.

Special long-grain rice (1,299 tons): Processed product that must have at least 95% whole grains and 5% maximum broken grains with average size between 6 and 7 mm in length.
Lentils from the US, beans from Holland, quinoa from Mexico and chayote from Costa Rica are among the grains and species that can be imported into Panama from now on.
The Panamanian Authority for Food Security has granted permits to import from nine countries grains and species such as flaxseed, chia seeds, and others.
Up until December 31 the government has granted authorization to import 1.6 million hundredweight of yellow maize for animal feed manufacturers.
The Honduran Association of Producers of Balanced Animal Foods (Ahproaba) informed Laprensa.hn that "... of the 19 companies that make up the association, 14 will receive the benefit to import the grain free of taxes."
It has been reported that the government has reactivated licensing for the export of one million hundredweight of red beans to El Salvador.
The Ministry of Economic Development (SDE) has authorized the re-granting of licenses for export because a harvest of 3 million hundredweight of red beans has been forecast, two million of which will go to the domestic market and the rest can be sold.
Projections for 2017-2018 are to plant an area of 1.7 million manzanas (a unit equivalent to 1.72 acres), in the cattle sector 865 thousand head of cattle are expected to be slaughtered and, in the dairy industry the expected projections are of 280 million gallons.
The Plan for Production, Consumption and Trade in the 2017-2018 Cycle includes details of the Nicaraguan government's projections for agricultural, livestock, poultry, aquaculture and forestry sectors for the current year and the next.
The productivity goals set by the Solis administration for production of maize, rice, potato and beans in Costa Rica, will stay only on paper.
The the current government's proposion on assuming power in 2014 was to raise agricultural productivity, mainly from the cultivation of grains such as rice, maize and beans, but everything seems to indicate that it will be an almost impossible task.And although the government blames the climate, which may have had an effect, the reality of recent years shows that lack of agricultural productivity in Costa Rica is more linked to structural factors, such as production costs, than to other factors, such as the weather.
As in March, the values of all products in the FAO food index fell in April, with the exception of meat prices.

It has been estimated that the agricultural cycle 2017/18 will close with a production of 19 million hundredweight of maize, 2.2 million hundredweight of sorghum and 1.3 million hundredweight of beans.
The Salvadoran Chamber of Small and Medium-sized Agricultural Producers (Campo) foresees a reduction in most grains, mainly due to an expected reduction in the delivery of agricultural parcels on the part of the government to small and medium producers.
Taking into account the projected demand, it is expected that in the 2016/17 cycle the region will have sufficient but below average maize supplies and a slightly above average surplus of beans.

This report summarizes the supply and market outlook for white maize grain, dry beans, and rice in the Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua for the 2016/17 marketing year. Production and marketing in Mexico, an important source of dry beans and maize, are also discussed. Regional production for the 2016/17 marketing year (through July 2017) is expected to be average (Figure 1). Taking projected demand into account, the region is expected to have belowaverage, but sufficient maize supplies and a slightly above-average bean surplus. The region will maintain deficit in rice (Figure 2).
Global trade in all four commodities is forecast to reach new all-time peaks during the next five years, mainly driven by expanding needs in Asia and Africa.

The projections outlined in this report represent a possible supply and demand scenario for the major grains (wheat and maize (corn)), rice and soyabeans for the five years to 2021/22, taking into account a number of broad assumptions. The FAO food price index remained unchanged in comparison to November, with substantial increases in the prices of vegetable oils and dairy products which more than offset a fall in sugar and meat.

The FAO Food Price Index* (FFPI) averaged almost 172 points in December 2016, unchanged from November with strong gains in the prices of vegetable oils and dairy largely offsetting a fall in sugar and meat quotations. For 2016 as a whole, the index averaged 161.6 points, down 1.5 percent from 2015, representing the fifth consecutive annual decline. While prices of sugar and vegetable oils rose significantly in 2016, falling prices in cereal, meat and dairy markets kept the Index below its 2015 average.
