The National Assembly has approved a 20 year concession contract signed with PSA Panama International, to build and operate a container terminal with an investment of $350 million.

Approval was given on the third reading to Bill 122, which approves a contract between the state and the company PSA Panama International Terminal, SA, for the handling and transporting of containers.
The government has authorized the granting in concession of 4 acres to Vertikal Corporation for 20 years to operate a terminal to supply fuel to Tocumen airport.

The Cabinet Council has approved a resolution of agreeing to the award of a contract between the Panama Maritime Authority (AMP) and the company Vertikal Corporation, Inc.
The concession to Chinese investors of a container terminal in Isla Margarita, is a good example of how to attract productive foreign investment.
"Under the agreement, the company will build, develop, operate and manage a port for containers or general cargo with a commitment to invest no less than $593.9 million, which will generate about 800 jobs in the construction phase of the project and a thousand jobs the operational phase ", reported Prensa.com.
The Consortium MEC Shipyards has taken possession in concessional format of the former Braswell Shipyard, and will pay $99 million over a 20 year term.

State will receive $250,000 monthly rent in the first year of the concession.

In the Caribbean coast, in the area granted in concession by Panamanian government, the mining company has instructed the Spanish builder Sacyr Vallehermoso to construct a deepwater port.
An article in Laprensa.com reports that "Minera Panama has commissioned the construction of a deepwater port on the Caribbean coast of Panama by the company Sacyr Vallehermoso, the first contract obtained by the Spanish construction in this country since construction of the Canal Expansion. "
The Panama Maritime Authority has granted a concession for 20 years to Minera Panama SA covering eight acres in Punta Rincon, in the province of Colon, for the construction of its port.
According to Resolution No. 130, published in the Official Gazette 27132, Minera Panama is authorized to construct a port in the district of Donoso, where from 2016 it will load copper concentrate which has been extracted from its mining concession located in the same district.
Panama will award a concession for the development and operation of a container yard on 54 acres in San Cristobal, Panama Province, with an investment of $105 million.

The Cabinet Council approved a resolution which includes awarding a concession contract between the state and United Crown Construction Inc to develop the project Isla Margarita Logistic Park in the district of Cristóbal, district and province of Panama.
The Panama Maritime Authority has formally awarded the consortium made up of the Panamanian company Marine Engineers Corporation and MEC Balboa Shipyard.
Other bidders now have five days to file appeals against the decision of the MPA.
MEC Shipyard’s bid was for $99.1 million ($250 thousand a year) for the 20 year concession for the administration and operation of the shipyard in Balboa, formerly operated by Braswell.
The consortium MEC Shipyards submitted the best offer in the tender for the 20 year concession of the shipyard located in the Balboa complex.
The Evaluation Commission of the tender process presented a report which indicates that the consortium MEC Shipyards consisting of the Panamanian company Marine Engineers Corporation and MEC Balboa Shipyard of the Kardonski group, submitted a bid for $99.1 million for the 20 year concession or $250 thousand a year. The score was 91 points awarded out of a total of 100.
In a second tender created by the Panama Maritime Authority to grant the administration and operation of the yard in Balboa, four companies have participated.
The bidders are the same as in the first tender, with the only difference that MEC Shipyards (formerly MEC Dry Docks) has now partnered with the Kardonski group instead of IBT.

The new date for submission of bids is June 8th, 2012.

The consortium Panamá Drydock, consortium Astillero del Pacífico (Astipac) and Talleres Dry Docks were the companies that did not meet the requirements for the award, according to an evaluation by the commission of the Panama Maritime Authority (AMP).
Talleres Dry Docks, one of the four bidders, argues that the bid put forward by Astipac, the likely winner, should be rejected for not meeting the required deposit amount.
The Public Procurement Directorate (DGCP in Spanish) has received a second appeal by another participant in the tender for the Balboa shipyard, formerly known as Braswell Shipyard.

The Maritime Authority is putting out to tender the development, management and operation of a shipyard on the Pacific coast at the Port of Balboa.
The shipyard is located on the Pacific side of Panama and has three docks for repairing ships, one of which has the same dimensions as the locks capable of handling Panamax vessels or five small ships at once. It is considered a very important asset for the maritime industry.
