After declaring the preliminary procedure void, a new tender has been launched for the marketing of advertising space in Metro Line 1.
According to records on PanamaCompra.gob.pa on October 12 a declaration of void was given to the public act for the "development, marketing and management of the advertising inventory for physical spaces on Line 1 of the Panama Metro."

"Metro de Panama S.A. will select a company to develop, market and manage advertising on the inventory of physical spaces of Line 1 of the Panama Metro, spaces which will be used for advertising businesses and marketing by third parties.
Ten advertising agencies have shown interest in obtaining the contract for the international promotion of Panama as a tourist destination.
An article on Prensa.com reports that "... The contract to manage international tourism promotion in the country has generated interest from major foreign advertising agencies. To date, the Tourism Authority of Panama (ATP) has received 10 proposals and it is expected that this number will increase in the coming weeks. "
After having canceled the first contest, there has now been a second postponement of the date for receipt of bids in the tourism promotion tender worth $5 million.
The tender to design and implement a campaign of domestic tourism promotion in Panama has in the past had its reference amounts changed, time limits and specifications changed, and the contest has even been declared void. This time, the process is suffering from a new extension of deadlines.
The plan to promote ecotourism presented by the government and companies includes putting out to tender installation of restrooms, accommodation and food services in protected areas.

The tender for the amount of $5 million was declared void and in the coming days a new specification will be published, reported the ATP to the newspaper La Prensa.

Although six firms had shown interest in the $5 million contract, in the end only Publicuatro (P4 Ogilvy) and Consortium Turi1617 (composed of the companies Cerebri Y & R and Nexos Grey) reached the final stages. "The ATP is considering canceling it and eventually holding a new process for awarding a contract for a nationwide tourism promotion strategy.
Entrepreneurs in the sector say that several companies have stopped taking part in tenders to provide advertising services to the Ministry of Tourism, and denounced a lack of transparency.
"Biased and manipulated without transparency" are how private agencies describe the tenders run by the Ministry of Tourism to hire advertising services, according to complaints received by the guild. Sherman Calvo, member of the board of the ASAP and president of Grupo Communications Calvo told Laprensagrafica.com that "... since 2010 they have stopped taking part in state tenders for this reason.
