Uncertainty in Electricity Market in Costa Rica

The implementation of the regulations to harmonize the national and regional electricity markets is still pending.

Last May saw the publication of the Regulation on Regulatory Harmonization between the National Electricity Market and the Central American Electricity Market (MEN and MER, respectively). This established that the Instituto Costarricense de Electricidad (ICE) would communicate the decision which would be taken regarding the assignment of the system operator and market operator to the Regulatory Authority for Public Services (Aresep), 30 days after publication.

One month after the publication ARESEP was to issue the guidelines for national and regional agents to register with the state run entity. Furthermore, within less than two months it would create business units "... to identify and develop the activities currently performed by ICE and its companies, consisting of generation, transmission, distribution and marketing," explains Manuel Ureña in his article Nacion.com.

Although these regulations have already been published, five months later it is still not known what are the steps that companies must make regarding these issues. "...
