Tocumen SA has been ordered to temporarily suspend the tender to select the company that will oversee the construction of the South Terminal.

The Public Procurement Directorate (CMPD) took the decision after receiving a complaint lodged by the CSA Group Panama, Inc, who argued that the changes made to the specification could favor one participant.
CSA Group Panama, Inc, claims that they changed the evaluation criteria to qualify the experience of the participants, as it originally stated that 10 points would be allocated to bidders attesting to being hired in Panama, in the last five years, for at least 10 consulting services in the area of public infrastructure for private or public entities.
To these conditions it was added that "at least one of these contracts must be for inspection and control of works in airports." "In their arguments Panama CSA Group, Inc., whose president is Jesus Jose Suarez, said that in the past five years in Panama there have only been infrastructure works at the airports Tocumen, David, Colón and Rio Hato", reported Prensa.com.
According to the company, only the Spanish firm Prointec meets the latest amendment giving them an advantage over other competitors.
For his part, Juan Carlos Pino, manager of Tocumen, SA, said that in every tender they ask for experience in airports because that is the business of Tocumen, SA "They are alleging that we are asking for airport experience in Panama, and we are not, we are referring to international terminals and for this reason we have asked for the Public Procurement Directorate to reconsider," he added.
After several complaints from bidders in the tender for a project management services, the works on the South Terminal are progressing without any supervisor to certify them.
On August 23 the evaluation committee for the tender for project management services, presented a report stating that the highest score was awarded to the consortium ADPI / Ayesa / Csa / Cemosa while points were reduced for Prointec with the score being downgraded from 98 to 95.5 points and it was confirmed the Louis Berger Group received 96.5 points.
The company of Spanish origin has been awarded a contract for $10.4 million for the project management of the construction of the new convention center in Amador, Panama.
The commission which evaluated the proposals explained that this was the only company that met the specifications.
The Spanish Prointec is in first place to win the contract, after the a claim brought by its competitor Louis Berger Group was rejected.
Prensa.com reports: "The Public Procurement Directorate rejected the application filed by the company Louis Berger Group, who alleged that Tocumen SA, had refused to provide copies of the proposals".
In the tender for supervision of the construction of the South Terminal of the Airport of Tocumen five companies have submitted bids valued at around $19 million.
The five bids were below the reference price of $22 million. The business groups who submitted bids to oversee the construction of the multi million dollar terminal /0} had prices which varied by no more than $2000.
