Tender for Health Care Modernization Plan for $3.5 million

The Panamanian Social Security Department is putting out to tender the development and implementation of a comprehensive modernization plan for primary care services.

The object of the contract is to diagnose the current situation, develop, and implement a comprehensive program of modernization of Primary Health Care (PHC) of the Social Security Department, which covers health facilities in social services (la caja), hospitals, polyclinics , local primary health care units (ULAPS) and promotion and prevention health service centers (CAPPS).

According to the specifications of the tender, it includes:
- Developing a modernization plan for the Primary Health Care (PHC) service of the CSS for a period of three (3) years aimed at improving the organization and management of services, information systems and mechanisms of customer service, infrastructure and technology.
- Generating strategies to facilitate consensus building among the various "stakeholders" in the process of modernization: labor unions, political sector, general public, to enable the sustainability of the process over time.
- Providing technical assistance to build and strengthen the organization of the CSS, to ensure the development of the modernization plan, its contents and strategies.
- Providing technical assistance and support to facilitate and ensure the implementation of the modernization plan contained in the Primary Health Care (PHC) services.
- Developing training both for management and health care teams at both national, regional and local Primary Health Care (PHC) level, regarding content and implementation of the strategies in the modernization plan.
- Establishing a mechanism for monitoring and evaluating progress and results in the implementation of the modernization plan based on a performance management scoring system to be designed at the start of the project.

The approval meeting is scheduled for 12 August in the Public Hall, Edificio Bolívar.

Bids will be received on August 22, 2011.
