Telefonica Wins Contract for Data Center

Telefonica Moviles Panama won the data storage service for the number portability project.

The National Authority of Public Services (ASEP) has awarded the contract worth $ 305,856.

Prensa.com reports, "But the data center cannot operate if there is no reference entity tod be administer by Asep. This requires the purchase of equipment, including software and hardware, as well as maintenance for four years. This bid is still in process because Public Procurement ordered further review of the proposals.”

Four companies have presented bids to provide data storage services for the number portability project.

The participating companies were Telefónica Móviles Panamá, S.A., Unión Fenosa Redes de Telecomunicaciones Panamá, Cable & Wireless Panamá, S.A., and Cable Onda, S.A.

After all bids were declared void, the terms and conditions for the purchase of equipment and leasing of a data center are being reviewed.

The Panamanian Public Services Authority (ASEP) has met with members of the public acquisitions directorate with a view to improving the bid specifications for the project that will enable people to keep their telephone number when they change providers.

The Dutch company proposed to install and operate the system in Panama for $2.67 million.

Two other companies participated in the bidding: “Informática El Corte Inglés” ($4.8 million), and Teletech D.O.O. ($2.75 million).

Dennis Moreno, head of the Panamanian Public Services Authority (ASEP), explained that the proposals will be reviewed by an evaluation committee composed by officials from several entities, who will decide which company will be awarded with the contract.

The proposed numeric portability in mobile telephone services is scheduled to start in 2010.

Wilfredo Jordán wrote in Prensa.com: "Telephone Service Operators have to invest $7.7 million. The reference entity will supply $2.5 million (the cost to be shared between Asep and the operators), as well as $1 million in advertising and $200 thousand in other expenses that the National Authority of Public Services (ASEP by its initials in Spanish) will cover. Numeric portability is the right that telephone customers have of changing phone service providers while keeping their land line or mobile phone numbers."
