Public Expenditure Containment

With the application of the fiscal rule, by 2020 in Costa Rica the growth of current expenditure in the regular budgets of the entities of the Non-Financial Public Sector will not exceed 4.67%.

From the statement of the Ministry of Finance:

March 25, 2019. The Minister of Finance, Rocío Aguilar, reported today that as a result of the application of the fiscal rule, by 2020 the growth of current expenditure in the regular budgets of entities and bodies that are part of the non-financial public sector may not exceed 4.67%.

In the case of the National Budget of the Republic, the application of this measure will be considered in an aggregate manner, while in the rest of the entities that are part of the Non-Financial Public Sector, its application will be individualized.

This obligation must be met by the Executive Branch and its dependencies, as well as the decentralized bodies attached to the different ministries; the Legislative Branch; the Judicial Branch; the Supreme Electoral Tribunal; as well as all their dependencies and auxiliary bodies. In addition, there are non-business decentralized institutions and their decentralized bodies; local governments and non-financial public enterprises.
