New Concessions and Energy Rates

The Public Services Regulatory Authority of Costa Rica has approved seven new concessions for electric power generation.

A statement from the Public Services Regulatory Authority (ARESEP) reads:

Seven new electric generators in first half of year

• ARESEP authorizes concessions and sets rates
• Four hydroelectric and three wind stations

New companies may generate, buy and sell power to the ICE or smaller entities such as cooperatives and provincial companies, produced by water or wind.

The Regulatory Authority has made the arrangements to approve applications for public services for electric power generation projects located primarily in the Northern Zone.

In addition, rates have been authorized for Hidroeléctrica Platanar S.A and for the Consorcio Cooperativo Cubujuquí.

The new private generators will base their production on water and wind resources, according to the National Development Plan 2011-2014, which seeks to ensure an energy matrix based on renewable sources.

In May, ARESEP adopted a new methodology for private hydroelectric generating plants with minimum fees and caps to promote the existence of more generators. The aim is to encourage the use of renewable resources in order to reduce thermal generation.

Currently, hydropower production is 63.7% and thermal generation is 7.9%. The latter percentage is what they want to replace with wind, water and biomass power projects.

Panama: Concession Awarded for Mini Hydro Station

The grant is for the construction and operation of a hydroelectric station of 4MW known as Analida in the province of Cocle.

From a statement issued by the National Authority of Public Services Panama:


"...FIRST: AWARD to the company HIDROELÉCTRICA RÍO CHICO, S.A., registered on Listing 833361, Document 2597265, in the Mercantile Microfilm Section of the Public Registry of Panama, rights to a concession for the construction and operation of the hydropower plant called Analida, using the waters of the river Chico, located in the village Las Huacas, Capellania and La Toza, District of Nata, Cocle Province, with an installed capacity of 4 MW. "

Concession rights have been granted to Hidroeléctrica Barriles S.A, for the construction, installation, operation and maintenance of the Colorado hydroelectric plant which will generate up to 5,138 MW.

Construction of Hydroelectric Torito Starts in Costa Rica

June 2012

Gas Natural Fenosa has begun construction of the hydroelectric dam Torito, which will have an installed power of 50 MW.

The project will use the waters of Reventazón and will be developed by the company Unión Fenosa Generadora Torito S. A. This is the second hydroelectric plant to be built by Gas Natural Fenosa in the Central American country.

The Torito hydroelectric project, located in Pavones, Turrialba, Cartago, Costa Rica, has been declared of public interest by the Government.

With the declaration of public interest, the entities responsible for granting permits should give priority treatment to the project.
