New Regulation for Renewable Energy Generators

The National Energy Board of El Salvador has approved a Regulatory Framework for the Promotion of Renewable Energies.

In order to continue promoting power generation using renewable energy sources, the National Energy Council (CNE in Spanish) has revealed the adoption of a Regulatory Framework for the Promotion of Renewable Energy which will generate the policies and regulatory and financial measures needed to attract investment in these technologies.

Based on one of the strategic guidelines of the National Energy Policy 2010-2024, which refers to diversification of the energy matrix and the promotion of renewable sources of energy so as to progressively reduce dependence on oil and its derivatives, the CNE reforms will allow the connection of small plants with capacities of up to 20 megawatts.

The Executive Secretary of the CNE, Mr. Luis Reyes explained that the Regulatory Framework for Renewable Energy, consists of amendments to the Regulations of the General Electricity Law, which will encourage electricity generation by plants using renewable resources connected to the distributor and unconditionally to participate in the wholesale electricity market.

Furthermore, Reyes explained that the Regulatory Framework contains specific provisions for contracting renewable technologies through means of a bidding process, which guarantees the investments made, and establishes a procedure for release so that all the energy generated is acquired by the electricity distributors.
