Guatemala: Preparations for Gasoline Tender

In two weeks the Ministry of Finance expects to tender two contracts to supply gasoline and software to control fuel consumption.

The objective of this new tender is to better control and reduce gasoline consumption in state entities. The first tender will be made for the Ministry of Finance, and after that other institutions will follow.

Enrique Melendez, executive director of the Guatemalan Association of Gasoline Vendors, told Diario de Centroamérica:   "...In countries such as Panama and Costa Rica this model of efficiency and savings is already in use. In Guatemala the public and private sectors needs to adopt it in order not be so impacted by changes in prices on the international market."

"... The Minfin, with 200 vehicles, will be the first entity in which this model is implemented, following that, it will be the turn of the ministries of Interior and Communications, because they are the two agencies that have the largest number of vehicles. In total, the state has 20 thousand units."

The Guatemalan government has finally approved the contracting model and promises to launch the bidding process within the next four months.

At the end of 2016 the Ministry of Energy and Mines announced that it was beginning to prepare, at that time, a plan to call a new tender and grant a concession for the operation of the pipeline, currently in the hands of Perenco, to a new company. Due to delays in the process, in February last year the contract with Perenco was extended for 18 months, meaning that August would be the deadline for the new launch.

The National Energy Council has announced that they are preparing a tender to contract out a supply of energy generated using solar plants and biogas.

Authorities at the National Energy Council did not provide details about how many MW will be contracted out, but said that the aim is to gear the tender towards generating companies that are already connected to the distribution network, but not participating in the wholesale market.

Empresa Electrica de Guatemala SA (EEGs) wishes to contract out more than 100 MW annually and the volumes that are to correspond to each distributor are variable, said Carlos Rodas, manager of planning to Prensalibre.com.

The mayoral office of Managua has announced that it is preparing a tender for the second phase of a smart intelligent traffic lights system in the capital and the expansion of the control center.
