Guatemala: Approval of 2009 Budget urgently needed

The Guatemalan Congress needs to urgently approved the 2009 budget starting today.

The budget for $6.5 billion (Q49.7 billion), according to opposition lawmakers, includes $13 million (Q104 million) for Government publicity, assigned to 33 NGOs, including $1 million (Q8 million) for one created only last week, and for the strengthening of Cohesion Social, which has been difficult to supervise.

The Ministry of Finance has submitted the National General Budget for fiscal year 2014, which considers a 2.3% fiscal deficit.  

According to Pavel Centeno, the Guatemalan Minister of Finance, the plan was developed in accordance with lower growth prospects, with a fiscal deficit of about 2.3%.

Due to the lack of a quorum in Congress, the approval of a tax package, with which they had hoped to complete the State budget for 2009, had to be called off.

Despite criticism from some parties and businesses, the majority party will not back down from the package and say that they have enough support to pass it.

Guatemalan Congress approves $6.4 billion budget

The Congress approved the 2009 budget yesterday, and must now approved its distribution.

Members of Congress must now approve the articles of the budget which is divided in three. Yesterday they only managed to approved the first two sections of the project, which contains articles 1 and 2, respectively; an amendment to latter by the Finance Commission was approved, while another presented by the PP was not.

Guatemalan budget for 2009 calls for $1 billion in debt

The funds are expected to come from six loans from the Inter-American Development Bank (IDB) and the International Bank for Reconstruction and Development (IBRD).

According to data from the Ministry of Public Finances, from these funds $400 million will be assigned for policy, $200 million for wider based policies, $200 million for social protections, $150 million for education, $30 million for the judiciary and $20 million for the Financial Administration Integration System.
