El Salvador: Contracts for El Chaparral

The Russian company Tyazhmash will design and build a 66 MW turbine and the Salvadoran company Dycsa will build the powerhouse and finish the remaining work on the El Chaparral hydroelectric dam.

The Executive Hydroelectric Commission of the Lempa River (CEL) signed contracts with the two companies to resume work on the El Chaparral hydroelectric project, which has been on hold since 2013. Discussions with the Russian company Astaldi have already begun to define the design, and according to authorities from the CEL, in this way costs will be saved.

Elsalvador.com reports that "... The other contract to be signed by the institution is with the Salvadoran company Diseños y Construcciones Civiles S.A. de C.V. (Dycsa).Dycsa). This company will be responsible for completing the structure of the powerhouse and other complementary works which were left by Astaldi."

"... CEL awarded the second phase of geological and geotechnical design for the El Chaparral last October via direct contracting studies. To perform that work the Salvadoran firm Rodio Swissboring was chosen, with an amount of $232.405, according to the government procurement website Comprasal. "

Chaparral Dam Contractor to be Changed

The works being carried out by Astaldi, are virtually paralyzed because of a disagreement over the need to redesign the plans for the dam.

The work began in 2009, and should have been operational in 2013, which has become impossible given the current lack of progress.

In 2010 the storm Agatha caused landslides where the dam was being built, which according to Astaldi required, for safety reasons, a redesign of the plans.

The effects of hurricane Agatha and some restrictions in the contract between the Italian construction company Astaldi and the Executive Hydroelectric Commission of Rio Lempa are some of the reasons behind the delays in works.

Works on the Central Hydroelectric plant begin in El Salvador

President Elias Antonio Saca will place the first stone for the El Chaparral central hydroelectric plant that will mark the formal start of construction.

The initial investment, estimated to be $163 million, will be financed by the Central American Bank for Economic Intergration, as was recently confirmed by the president of the Rio Lempa Hydroelectric Executive Commission (CEL), Nicolas Salume.
