Criticism of the New Procurement Law

Citing the failure of the tender for the works on Diego Olguin Boulevard, CASALCO highlights the need for a total reform of the Procurement System for Public Works.

A press release by the Salvadoran Chamber of Construction Industry (CASALCO) states:

We regret the lack of participation of construction companies in the bidding process for the DIEGO DE HOLGUIN project and its subsequent declaration as void by the MOP and that this process has been accompanied by CASALCO from a technical perspective and especially from the field Transparency and Ethics.

That this particular case is a reflection of what has been happening for almost 10 years in public institutions, autonomous regions and municipalities of our country, where regardless of project size, the system of procurement for public works does not ensure that works are carried out on time, with quality and at the best price, to the benefit of the population.

We congratulate the Minister of Public Works on implementing various mechanisms for transparency in this process, as with this, the entire Salvadoran population, state officials, businessmen and the press have been able to observe the reality regarding the structural failure of Public Works the Procurement System in our country, which from 2002 until today, has been deteriorating due to political and private interests, causing problems in the execution of projects, and an average of 20% of all state tenders each year to be declared void.
