Costa Rica Accelerates Mobile Telephone Concession

A new mobile phone operator could enter the market in February 2010. The cartel will be published between June and September 2009.

After the Ministry of the Environment, Energy and Telecommunications (MINAET) requests for the Superintendent of Telecommunications (SUTEL) to begin the tender for the concession in May 2009, the whole process could last from 3 to 6 months, depending on the assessment method used.

El Financiero Costa Rica Published: "With this, the route for the first worldwide or regional mobile operator to enter the local market would be more expeditious than indicated in the first schedule by MINAET, in which this concession was scheduled to end in September 2010."

Three businesses will enter the cell phone market as competitors to the already established public entity of the Costa Rican Electricity Institute (ICE).

The vice minister of telecommunications, Hannia Vega, said that the government has decided that the opening of the telecommunications market would be immediate, for which the terms and conditions for the new operators are now being determined.
