Costa Rica: State Electricity Company Oversees Roadworks

The Ministry of Public Works has hired the state power company to perform the job of supervising a $4 million road works project because it claims to not have received any offers from private companies.

The Ministry of Public Works (MOPT) signed a $4 million contract with the Instituto Costarricense de Electricidad for it to supervise the construction of the new road to San Carlos, although the Office of the Comptroller General of the Republic said the bank should limit itself to the functions for which it was created.

Nacion.com reports that "... The MOPT alleges that it tried months ago to hire an audit company for the project, but received no offers and, therefore, turned to the Institute to take on the task. "

"... The agreement provides that the Institute will verify, for a period of 21 months, the quality of the work carried out by the construction firm Sánchez Carvajal on the road, manage expropriations, carry out topography and ensure that environmental commitments are met. "

The contract is for $3.4 million and consists of the project management, for 14 months, of the expansion of the 5 de Noviembre hydroelectric station.
