Costa Rica Makes Offer to China

The exchanged offer precedes the third round of negotiations that will be carried out in San José between the 15th and 17th of June.

In the second offering regarding access to the market, Costa Rica did not offer any openings for the sectors of plastics and metals.

Marvin Boatman writes for the Nación web portal: "Other productive sectors, like textiles, paints, and soaps, are in limbo; they have concerns that the market might be opened for only selected products."

The country would request excluding products from the Free Trade Agreement only in very justifiable cases.

Local industrialists requested to exclude products which already have no tariff and are not produced in the country. In response, Commerce Minister Marco Vinicio Ruiz argued that it's very complicated to explain the Chinese as to why such exclusions.

China Unhappy with Costa Rican Proposal

The opening bid submitted offers of only 53% of tariffs in terms of 0 to 10 years.

The proposal leaves the other 47% of the goods pending for future rounds of negotiations.

China’s offer will be released today.

The Prensa Libre website published: "The head of trade negotiations, Fernando Ocampo, acknowledged that this is part of the discussion strategy, but we must be realistic and know that the offer is very conservative and that the Asians would ask for a little more."
