Costa Rica Launches Public Purchase System

On 17 August the second phase of the public procurement platform known as Mer-link will become operational.

The launch event will be held at the Crown Plaza Corobici Hotel in the Costa Rican capital, San Jose.

"The new module will allow negotiations to take place online between public institutions and their suppliers," reports ITNOW.

The system, which first became operational in 2009, now has around 1,000 suppliers registered.

Costa Rica's new state procurement website is scheduled for February 2010.

Grupo ICE, together with the Technical Secretary for Digital Government and the State Procurement System of Korea will implement the system, so-called Mer-Link.

Alicia Avendaño, head of the Technical Secretary of the Digital Government Unit, remarked that 14 state institutions will join the program starting on this date, and that their suppliers will be able to negotiate goods and services on-line.

The country will adopt the South Korean online purchase system which allows all the paperwork to be completed electronically.

The Nacion.com website published: "By being a fully digital process, it ensures greater transparency, increases supplier participation and achieves better prices."

The first phase of Merlink, a public purchases system, was launched yesterday by the Digital Government Secretary.

This initial phase includes electronic registration of suppliers, publication of bidding rules, supplier notifications and standardizing the goods and services catalog.
