Costa Rica: Increased Tax Controls on Freelance Professionals

The Treasury will be reviewing the tax returns of a selected group of taxpayers by comparing the information provided with their external signs of wealth.

From a statement issued by the Ministry of Finance:

Proposal to attack evasion in this group of taxpayers

The acquisition of luxury vehicles in recent years as well as possesing properties of high value, in juxterposition to statements with zero tax (in which no taxes are paid) or expenses that exceed a certain percentage of revenue during 2014 are some of the reasons why the Ministry of Finance is initiating a plan of tax control for freelance professionals.

This plan also includes professionals with disproportionate financial expenses and depreciation in respect of their assets and liabilities, a problem that was identified in the previous year, including those who to whom the mimimum exemption amount was applied two or more times.

Employers are opposed to the suggestion of the Directorate General of Internal Revenue that they be should be aware of strategic planning moves, mergers, investment projects, offers or marketing strategies.

An article in Elmundo.com.sv reports that the executive director of the Salvadoran Association of Industrialists (ASI), Jorge Arriaza, has described the concern in the business sector caused by a letter from the Directorate General of Internal Taxes (Tax Administration), at the Ministry of Finance announcing that they will be asking companies for business information relating to "strategic planning, mergers, investment projects, offers or marketing strategies, among other things, data which is considered confidential."

The Finance Ministry asked for two changes to the tax evasion bill being discussed in Congress.
