Contract Expirations and New Energy Auctions in El Salvador

A series of tenders are being prepared to replace expiring energy contracts which are equivalent to an output of 380 megawatts.

This was confirmed by Luis Mendez, chief of the General Superintendency of Electricity and Telecommunications (SIGET), who added that "right now they are in process, but we are going to beat the deadlines ...".

"We will probably put out additional tenders in the medium term and then, rest assured that we are seriously backing a joint investment," Mendez said.

In November two tenders totaling 280 MW will launched for the replacement of two contracts which are due to expire in January and July. Both will be signed in May 2014 and will last two years and eleven months, and will be replaced in 2017 by the entry of the 355 MW currently being tendered by DelSur.

Finally, next April a tender will be launched for the remaining 100 MW due to expire in December 2014. These will be signed in October 2014 and will have a duration of two years. They will also be covered by the long-term tender mentioned above.

The consortium Quantum-GLU would be the winner of a long-term contract to supply 335 MW generated from a power plant that would be built by the company.

A statement from the National Energy Board reads:

The electricity distribution company DELSUR has made public the financial bids offered by two companies who submitted documents for the tender for 355 megawatts (MW) of power and associated energy, namely: Asocio Quantum-GLU and AES Fonseca Energía, who on October 1 submitted the information required to participate in the tender for the supply of power for 20 years.

Public land will be offered for the installation of power plants to companies that are chosen in the tender for the supply of 350 MW.

At the launch of the new tender for 350 MW, representatives from the Salvadoran government announced incentives to investors, among which is the leasing of state-owned land for the installation of power plants.

The Salvadoran electricity distributor will relaunch the tender that was unsuccessful in March, having only received a single bid which was above the established reference price.

In March the company EMCE El Salvador was the only bidder to submit a proposal in the tender, with a price of $148.58 per megawatt (MW) hour, but the Superintendent of Electricity and Communications (SIGET) had set the price cap at $136.61 MW per hour.

El Salvador: Tender for 350MW Declared Void

The process was unable to be completed after the withdrawal of offers from firms with capacity to generate electricity required.

The company DelSur on Monday declared void the tender for the generation of 350 MW, equivalent to one third of the El Salvador’s national demand, which it had planned to contract out for 15 years from 2016.
