$40 million Tender in Panama Suspended

The competition for the purchase of 159 ambulances whose submission date for proposals was today, has been suspended at the request of the Authority for Transparency and Access to Information.

Wednesday, May 21, 2014

From a press release issued by the Ministry of Health of Panama (MINSA)

The Ministry of Health has made public its position on certain publications in various national media, related to the tender of an Integrated Ambulance System.

Various criticisms have been made in relation to this topic creating a misguided perception of the procedures carried out by the Ministry of Health regarding a necessity for the population nationwide.

We consider it appropriate to clarify, that this is not an improvised measure but a project that is being planned for early 2013, with a call for proposals in May of the same year.

Subsequently, the Ministry of Health in response to the request made by the Authority for Transparency and Access to Information, in order to address the considerations made by participants in the approval meeting, made the decision to cancel the notice of a public act in the interests complying with the principle of transparency governing public procurement.

Therefore ever since the cancellation of this first call for a Tender, the Ministry of Health in the month of August 2013, initiated meetings where a working group of experts, users and companies specializing in the subject of ambulances worked to develop a final document.

Taking part in these meetings were, DENADOI (CSS), SUME 911, CUERPO DE BOMBEROS, POLICÍA NACIONAL, CRUZ ROJA, AUTORIDAD DEL CANAL, SINAPROC, SENAFRONT, SPI, SISED-MINSA y Región Metropolitana, HST, HN, HEPOTH, ANTUM, Bomberos del aeropuerto de Tocumen and the National Authority for Transparency and Access to Information.
